JOINT INTERNATIONAL PRESS CLUB AND UNION OF JOURNALISTS OF RUSSIA DIPLOMAS AND PRIZES
In 1996-2000 a number of politicians, journalists, chiefs of press services and leaders of PR-structures were rewarded with special prizes of the International Press Club and the Union of Journalists of Russian Federation.
In 1996 a “Person of the Year in Economy and Business” prize was presented to the Russian Government Vice-premier, Finance Minister Mr. A. LIVSHITS.


In 1998 the International Press Club prizes and diplomas “For Active Assistance in Establishing Civilized Contacts between Authorities, Business and Mass Media” were handed in to: Ingush Republic President Mr. R. AUSHEV; President Administration Press Service Deputy Chief Mr. S.BELENKOV; “Finansovye Izvestia” newspaper Editor-in-chief Mr. P. GOLUB; Ministry of Finance Department for Interaction with Legislative, Executive and Social Organizations Chief Mrs. O.Leonova; State Duma of the Russian Federation Press Service Head Mr. V.CHERIOMUKHIN; “Moscovskiy Komsomolets” newspaper columnist Mrs. N. SHIPITSINA.
In 1998 Mr. V. PLATONOV, Council of the Russian Federation Constitutional Legislation, Juridical and Legal Reform Committee Chairman, became a laureate of the International Press Club and Russian Union of Journalists “Most Non-scandalous Politician” prize.


In 1998 Mr.C. Titov, Samara region Governor, was presented with the International Press Club and Russian Union of Journalists “Russian Governor-98” prize.

IDEA

The idea of the “Russian Governor” prize emerged in the minds of the IPC and UJ leaders in autumn 1998 when regional leaders took on their shoulders the main burden of crucial social and economic problems of the population solution in the situation of permanent shifts and appointments, discussions and uncertainty in the central authority echelons.

The following criteria were taken into consideration while discussing nominees: typicalness of a region, governor’s term in office, governor’s rating of positive influence, economic (investment) rating of a region; frequentness of neutral and positive publications about a governor in mass media; governor’s openness and sincerity in relations with mass media.
CEREMONY

The ceremony of presentation Mr. C. TITOV with the “Russian Governor-98” prize was held on November 23, 1998 in “Russian” Restaurant of the World Trade Center. Representatives of the Russian Government and the President Administration, leaders of some Russian regions and cities, the State Duma deputies, top managers of Russian and international commercial structures, editors-in-chief and journalists took part in it.

- We are on the eve of a new epoch, which personally I wish to live in very much. This is the epoch of common sense. It will have its heroes such as E.Stroev, E.Primakov, Y.Luzhkov, C.Titov. And let the number of these heroes grow.

The International Press Club has its own style and affections. I would say frankly not every person who wants to appear here is invited to the IPC. And the criterion is as follows: we try our best to pursue the policy of common sense in the information sphere.

I like very much that Mr. C. Titov is governing the region where both the political environment is stable enough and the economy is developing dynamically. There is a great deficit of leaders who are able not only to explain why everything is so bad but can work persistently and effectively. The vivid evidence of this is the fact that top managers of big international companies which are not afraid to invest into the nice Samara region are present here today. I have convinced myself, I have convinced a lot of my colleagues and I hope to convince you, that Governor C. Titov rewarding with the “Russian Governor-98” prize is the right choice. And he will be the first in the range of governors rewarded with this title.
C. Titov:

- I feel very grateful to the International Press Club for such attention to my person. I am glad that my persistent policy aimed at our country overcoming the crisis found understanding among you.
(The prize is a statue of a Russian warrior leaning on a two-hand sword).

Yes the sword is not taken up but the warrior is leaning on it. We used to sing a song: “We are peaceful people but our armored train is on the shunting-track…”. Unfortunately we now have neither a shunting-track nor an armored train, we have to either start everything from the beginning or to restore. God, bless us to write this new page of the Russian history and to raise our economy. It’s very difficult but believe me, if we made several steps to the right we should not stop. We must keep going and continue construction of the developed and socially orientated market economy in Russia.

In 1998 the IPC rewarded “Vechernaya Moskva” newspaper, “Radio Rossia” and TV News Service (TNS) editorial boards with diplomas “For strengthening contacts between Russian regions” and the IPC special prizes “Boyarinia”. (Statue of a folk-tale woman).


In 1998 “Vecherny Club” newspaper editorial board became a laureate of the IPC special diploma “For active participation and creative coverage of the 1-st Moscow jazz festival in the open".

In 1999 the Union of Journalists of Russia and the International Press Club introduced a special diploma “Friend of the Press”, which is presented to well-known political and public leaders, Russian businessmen.
